EAEU Leaders Call for Armenian Referendum on EU Membership

Leaders of Russia, Belarus, Kazakhstan, and Kyrgyzstan have called for Armenia to hold a nationwide referendum on its geopolitical future, according to a joint statement from the Supreme Eurasian Economic Council. The four presidents—Vladimir Putin, Alexander Lukashenko, Kassym-Jomart Tokayev, and Sadyr Japarov—said they support a referendum "as soon as possible" to determine whether Armenia should seek European Union membership or remain in the Eurasian Economic Union.

The statement cited "substantial risks to the economic security" of EAEU members resulting from Armenia's EU integration efforts. Officials from the four nations will prepare a report assessing potential consequences of suspending the EAEU Treaty with respect to Armenia, to be presented at the Supreme Eurasian Economic Council's December 2026 meeting.
